State Education Inspectorate (SEI)

Context and Assignment:
SEI had to shift the design and management of their education system from demonstrating legal compliance to the inspection for quality. SEI was a small organization of about 30 people.

pdi re-designed the entire SEI organization. Our deliverables included:

  • Strategy
  • Annual planning including budgeting
  • Organization structure to create smaller spans of control and regional presence
  • Re-design and implementation of core management and support processes
  • Design and implementation of tools and templates to support the processes
  • Design and implementation of personnel development system
  • Design and implementation of training and performance support.
  • Design and implementation of management system including dashboard for
    Director
  • Implementation of an annual report on the state of the Education System for the Ministry of Education and Science

Results:

  • 95% of inspectors are able to do quality inspections and, more importantly, they believe in the value of doing it and fully accept their new responsibility.
  • The same evaluation criteria developed for SEI was adopted by the schools which created a continuous improvement process throughout the educational system.
  • The quality inspection feedback provided to teachers allows them to understand what drives quality and they are using that feedback to improve results.
  • The Ministry of Education and Science can use data to make fact-based decisions for the first time
  • People in the inspectorate were so satisfied with the project that they literally had tears in their eyes when the project was done.
